However, routine parking enforcement such as double yellow lines and CPZ rules is not police-led.

| Watford Borough Council | All civil parking enforcement (on/off-street), PCNs, CPZs, public car parks, permits and visitor vouchers, dropped kerb enforcement, TRO amendments |
| Hertfordshire County Council | Public highway safety, licensing for highway use (skips, scaffolding, signs), TROs for safety measures, road and pavement maintenance, overarching highway authority |
| Hertfordshire Police | Only police parking issues when criminal matters arise (dangerous obstruction etc.). Routine parking enforcement rests with the council |
